TIRAMISU : Comprehensive toolbox for humanitarian clearing of large civil areas from anti-personal landmines and cluster munitions - Integration Project
La dépollution de grandes zones civiles contaminées par des mines antipersonnel et des armes à sous-munitions est une problématique difficile en raison de la grande diversité des zones dangereuses et de la contamination explosive. Résumé
La dépollution de grandes zones civiles contaminées par des mines antipersonnel et des armes à sous-munitions est une problématique difficile en raison de la grande diversité des zones dangereuses et de la contamination explosive. Il n'y a pas de solution unique et de nombreux acteurs de l'action contre les mines ont émis le souhait de disposer d'une boîte à outils à partir de laquelle ils pourraient choisir les outils les plus appropriés pour une situation donnée. Certains ont construit leur propre boîte à outils, le plus souvent spécifique à certaines tâches précises telles que la dépollution. Le projet TIRAMISU vise à fournir les bases d'une boîte à outils plus complète qui couvrira les principales activités de l'action contre les mines, depuis l'étude de vastes zones jusqu'à l'élimination des risques d'explosion proprement dit, y compris l'éducation au risque des mines. Celle-ci fournira une large palette d'outils, regroupés en modules thématiques, conçus avec l'aide des utilisateurs finaux et validés par ces utilisateurs dans les pays touchés. Pour atteindre le niveau d'expertise nécessaire, l'équipe comprend des organisations qui ont été impliquées dans quelques-uns des projets de recherche européens et internationaux les plus importants concernant l'action contre les mines au cours de ces quinze dernières années. Les partenaires s'appuieront sur leur expérience passée, leur longue tradition de collaboration et les liens étroits qu'ils ont tissés au fil du temps avec les Centres et les Autorités d'action contre les mines, les compagnies de déminage et les organisations non gouvernementales, pour fournir une boîte à outils qui constituera un réel progrès dans l'action contre les mines. Elle sera à la base d'une unification, d'une solution globale, intégrée et modulaire. La philosophie du projet consiste à concentrer la plupart des efforts, non sur la technologie déjà existante, mais d'une part sur les technologies et les méthodes les plus matures qui doivent encore être mises en œuvre sur le terrain et d'autre part sur des solutions innovantes et prometteuses. Le rôle principal d'ANAGEO dans le projet sera de développer des méthodes et des outils pour les premières étapes du processus, à savoir, l'Etude d'Impact et l'Enquête Non-Technique, pour ce qui concerne les bases de données géographiques, la télédétection et les Systèmes d'Aide à la Décision basés sur des SIG.
